Side of the neck, level with the Adam's apple, between the two heads of the big neck muscle.

Anatomically: Between the front and back edges of the sternocleidomastoid, at the height of the Adam's apple (laryngeal prominence).

The name

扶to support, also an old measure of about a hand's breadth
突prominence, the Adam's apple

Level with the Adam's apple and about a hand's breadth to the side of it, on the large neck muscle. It is a Window of Heaven point.
